This may be a bit premature, but I am currently working on a Python development framework that can be used to create and operate (via Google App Engine) multiple simple Google Wave Robots.
Currently, it doesn't talk to Google Wave yet, and only works inside a terminal. Hopefully, Wave integration will be added soon.
